Disciplinary action threats.

Our HR manager is very fond of sending out Emails with instructions, finishing with the threat of disciplinary action if not followed/adhered to.
Some of the Emails could easily worry or upset employees of a more sensitive nature, and I'm sure lead folk to act inappropriately.
I was always of the thinking and opinion that each employee should be treated individually in the event of non conformance, rather than threaten the whole workforce.
Does any one know if it's legal to threaten people in this way?
