Contractors in Purchasing / Inventory Management

A few years ago there seemed to be plenty of people making a living doing long term contracting work in Purchasing / Inventory and Supply Chain Management. Now I come to need to recruit one - seems there are few candidates out there. I'm looking for a good (not superstar) Buyer / Inventory Controller - high tech manufacturing - (large corporate) - Thames Valley area.
Has contracting in this discipline field gone out of fashion? - or is it more a case of people just sitting tight where they are in the midst of the economic storms??
