I'd better lay a bit of background work here before getting to the point:

Me and a couple of mates have a plan to build an R1 engined Locost for use as an occaisional road and trackday car. However, we've added up the costs and it's going to come to just over £7K to build the car, which is a bit more than we'd expected.

So, the question is, can we buy/build something quicker for the same money. It would need to be road legal to be practical.

If the car isn't road legal, the budget drops to around £5k, as we would need to have a tow car and trailer to get the car to the track. I've just had a look at an ADR Sports 1000 car, but they're a bit out of our budget.

So, we have £7K (ish) to blow on a track car. What can we get?

Instead of building one, why dont you go find a half decent secondhand one for a few thousand under your budget (ive seen a couple for 3-4k) and spend the rest on modifying it to your spec and budget
I'm looking at getting a bike engined 7 type for the same reasons but my budget is going to extend upto 10k

Answer to your question

No, there is nothing faster for £7k

It may be prudent to swap a bit of speed for practicality though, BEC will be pretty crap on the roads and a decent westfield could be had for similar money

You certainly wont find anything quicker for the money, mine cost me about £7k to build (a Locost Blade) but I probably could have shaved best part of a grand off that if I didnt go for the split rims and 4 pot brakes etc, and refurbed a few more bits.
One suggestion to try to bring it inside budget, try looking out for a part built car. Thats what I did, I got about £2500 worth of MK chassis / bodywork / suspension etc for just over a grand as the guy building it had lost interest. If you do this though, Id suggest avoiding a home-built chassis unless you are confident of what you are buying, cos they can be variable to say the least.
Even if it's road legal though, Id budget for a trailer cos you certainly wont want to be driving more than a couple of hours in a BEC to get to a trackday.
