Passengers at Bedford?

My girlfriend has been on the phone to Palmersport to book a passenger for their track day on March 6th, and they say they don't allow this! Her parents were interested in coming along at some point to watch, and have a few passenger rides, but don't want to attend the whole day.
When I was there last week there were people taking passengers out, but the person she spoke to said that these must have been other drivers, as they don't even allow spectators with pitlane access to be taken out. Signing someone up as an additional driver (even if they won't be driving) will mean they get charged an extra £75, and have to attend the briefing at 8am!
I was pretty surprised to hear this, and was wondering if anyone else has found the same thing, or if the person my g/f spoke to was mistaken.
Also, has anyone else managed to get a refund or credit note if you get sent home for failing the static noise test? I'm pretty certain that we'll be OK (although my car was only 0.7 dB under the limit last week!), but it seems a tad unfair to be charged £200 for the privilege of finding out your car is too loud!
I do have a noise tester, but it's obviously Palmer's own meters that they rely on, and it's not practical to get everyone there prior to the day to get the cars checked which is what they suggested.

I was at Bedford on a SELOC organised day last Saturday and passengers were permitted. As usual they had to sign on and there was a charge (not sure how much, but not the same as for an additional driver). Got a different colour wristband to differentiate between passengers/drivers. So clearly no blanket Bedford rule about passengers. Maybe they choose not to encourage passengers on the days they organise themselves ? I don't know but I'm sure someone else will.
Re the noise test, I have always understood that the cost of failing is down to the punter. Organisers would generally argue that they could have sold the place to someone else so are not prepared to lose out.

Ed - my experience is not to worry to much about the static test (my Cerb goes well over) it's the sound checks on circuit they really worry about (this was the case last year anyway). On the last day I did at Bedford with RMA I was blacked flagged and sent home. They are under no obligation to give you back your money. As luck would have it we (RMA and I) came to an agreement but only because I'd been to Bedford several times before and never had a problem. We put it down to strong winds carrying the sound across the circuit. I'm doing a day there at the end of March with RMA and hope to pop along on the 6 March for a sound check to see if I need extra silencing. Seems crazy that a standard car breaks the noise limit at all IMHO. If it looks at all dodgy then I'm going to order some ACT cans to go on the end of the system.

I think you may find a difference of opinion between what the office says and what the people at the track say. On the website passengers were £25, and only one is allowed. If you turn up at the track with £25 in your hand they won't say no, and allow another passenger. Although I still find £25 expensive, to have a ride, when most places are £10 max.
I haven't seen the website recently so I don't know what it says now.

Just a little OT. We have some ACT silencers for a Cerbera 4.5 - according to harewood hillclimb marshalls they reduced the noise from 106db to 96db - lovely bits of kit to have. Havent had to use them yet, but no doubt we will have to in future!! (standard 4.5/ quiet!?! sports exhaust)
It would appear that there are no passenger pricelists - which is a bit cr@p!
What is worse is £25 for a pit pass.
