Noise at Castle Combe

So, after an 18 month pause thanks to my first born, I got back on the track Monday at my local.
Had a great day, really got into the groove quickly though I think being a Dad now I may be a little bit slower!
Funny thing was though was that for the first time in about 25 trackdays at Combe my 7 breezed through the noise test. Usually I end up sticking an extra muffler on the end of the pipe, no big pain but I'd rather not. The car never sounded that loud once going anyway. The reading was 101.8dB, just a tad over the limit but enough for them to stop me on every previous occassion (although every reading was always different to the next or last one).
Later I had a chat with the head marshal and he told me that recently, during rulings following the abatement order that saw Combe taken off the F3 circuit, the council put in official writing (and a judge ratified) that anything up to 108dB was NOT a noise nusiance for locals. The judge also ruled that anyone purchasing a property near a race circuit should fully expect and accept the noise of motor vehicles.
The Combe guy said that they are maintaining the current limit now only in respect to the locals, but it would not actually be a breach of any planning or environmental rule now as long as a car was static under 108dB. They are not even going to bother with any form of drive-by for the forseeable future.
Seeing as sense prevailed at Bruntingthorpe recently too, does this mean that the tide is turning and maybe Bedford, Goodwood, Donington & Thruxton now have stronger positions on this issue?
After all, once one court rules on something, isn't a the case that others follow suit in any similar cases?

They din;t let me on recently with a reading of 107. I had to use silencers and mufflers to get below the 98 limit. Still, a good day was had!
Ah, well 107 is a bit cheeky though! The limit was 101db on Monday though, not 98db. Perhaps Combe has different days at different levels, like Goodwood?
