Yes you can use an Int C. As for entering its like any other Euro series, get in touch with the organisers, tell them what your car is, spec etc and they will guide you on class and send the entry forms to you. The easiest way is to hire a seat in an existing car but I suspect you knew that already
Generally, if a car is prepared to RACMSA bluebook regs, and is OK to race in the UK, will this meet the scrutineering standards for VLN racing? What sort of budget (excluding repairs) do people generally allow for 6 and 24hr racing (i.e. food, tyres, fuel, pads, discs, consumables, entry fees, etc, etc.

More or less the specs are the same. They are hotter on FIA spec equipment, like your helmet, suit, race seat, belts etc than in the UK however.
Budget obviously depends on the car and how seriously you take it. Running your own Endurance racing car is very expensive specially at the Ring where damage risk is much higher than normal and of course if you own the car you are always subsidising the other drivers unless you get a 50% share of costs partner involved from the start.
