Depends on organiser. Some will allow it provided that the camera is securely mounted; some will not allow it at all; some will say 'yes' provided that you sign 'personal use' documents preventing publishing of the media on websites etc. If in doubt, check with the organisers.
p.s on the timing issue, as others have said, no normal trackdays will allow it and I have been at one event where someone was sent home for having a timing beacon in use. So, be warned.
Never had a problem with superclamp (or even suction) mounted video on trackdays at any circuit (but MSV want a usage waiver signed). Resist the temptation to review laptimes on the day though, if organisers hear laptime chitchat they may get excitable as its their buisness your screwing with.
Whilst cuircuits sometimes forget to switch off their standard beacon, running an obvious laptimer will get you thrown out. And quite right too, if you want to time there are plenty of test days.

I have used a camera at most of the trackdays I have done. It has to be properly fixed (i.e. not held by passenger or sellotaped to the dash) but I have used suction mounts on the inside and outside without issues.
One marshall questioned my exterior mount (with bullet cam on) and I told him if he could pull it off I would remove it - he could not get it off!!!
Timeing is a bad thing anyway, other that to see how you have improved over the day.

You can't time your laps at 99% of track days, as said, it would be goodbye to the tracks insurance!
We don't mind filming of laps but frown on hand held cameras and the ones you have to look through an eye piece will get taken away!
As for suction mounts, They are fine, but if they come off don't expect us to go fetch it till the session has finished, could get some good pics of cars running it over though!
