Bedford And Noise limits

It seems as though the Subaru drivers club have fallen foul of Bedford's stringent approach to noise limits.
A few cars failed(marginally) the initial limits set, but then Bedford decided to arbitarily drop the limits on the day by 2.5Db, thus making sure a lot of other cars failed the tests.
