You could try YoungDrive at Brands Hatch or any other Motorsport Vision circuit.
I did it when i was 13, the only problem i had was that they didnt allow me to exceed 40mph! hehe

Don't know where you are based but I did some under-17 driving at Birmingham Wheels - was about 8 years ago so I don't know if they are still running it. Basically it was off-highway tuition with pukka driving instructors and a mini road system.

The under 17 car club is very good for the long term structured approach to proper driving. The sadly missed Richard Burns was an ex pupil.

Highly recommend Under 17 CC as well. Annual fee £160. They do all the IAM stuff - push and pull is tedious but it does get them through the driving test when they hit 17. You take your own car, and are responsible for a lot of the teaching, but with instruction and tests from volunteers who all are very experienced (some are instructors themselves). Most parents find their driving improves as a result. The club is run by petrol-heads obviously.
My 15 year old thinks its great. He has driven loads of different cars, and even an HGV (which is more than me). Ther are also skid pan sessions, circuit driving, rally days, caterham slalom, single seaters, karting and off roading days (at extra but discounted cost).
