Towing Track Car with an A Frame

Simply put, is it legal to my track car with an A Frame?

Passed my test before 1997 (well before 😭) so the lower weight doesn't apply.

So, question is does the car being towed need to be taxed, tested, insured and brakes operating when towing car brakes, or not?

Octavia 2 2500kg pulling am MX5 c1000kg.

If any of the wheels are on the ground then yes.
