hgv rules here seem to be weird and wonderful, which is why you see a lot of luton vans with huge great trailers instead.
when our cars clutch went on a sunday we where told they couldn't pick us up as the tow truck wasn't allowed to run on sundays.
The HGV's here also have some sort of electronic box mounted in the windscreen, I assume thats some sort of high tech tacho.

I think you are talking about the electronic box in the windscreen (sitting in the bottom usually) with nice leds around it. This is an electronic recorder which records distances travelled by the vehicle and for which the owner has to pay special taxes. Usually these black boxes are checked and unloaded when they pass under the big metallic girder type structures you see from time to time over the autoroutes filled with cameras, and other weird looking electronic gear (normally not speed radars).See here: http://www.ezv.admin.ch/zollinfo_firmen/steuern_ab...
