Speed limit roulette

At any given time the speed limit on the motorways seems to be able to change with the random predictability of a roulette ball.
Whilst my TomTom is suggesting that the limit is 120, it could equally well be 100 or 80 or 60.
Is this just another great way for the Swiss to generate income from road users? Or am I being cynical and it's actually just a good way of keeping the traffic moving in times of heavier traffic?
