https://www.swissinfo.ch/ will give you the latest on travel restrictions etc. I'm in Geneva, not Lucerne, but here things are gradually getting back to normal. Social distancing everywhere and many folks still working remotely.
We drove the Klausenpass last Thursday (21st). I don't remember seeing it so busy - ever. Bikes, cars, cyclists, families were out. Switzerland had 10 reported new COVID-19 cases today. Restaurants are observing social distancing but almost everything is open. You can fly from the UK but you might have a problem driving through France as they have imposed a reciprocal quarantine on UK arrivals. We are flying to UK next Friday and expect it to be far behind Switzerland in terms of openness.
And there was me hoping it was going to be quieter too!
The France one is a funny one as i am not sure how they can apply that if you aren't actually staying in France. Whilst i am sure that a lot of people arriving in Calais will be staying in France i guess that there are plenty who will be transitioning on to another country.
I think more tinterweb surfing is required on that one.
