How to max reliable power from S2000 engine for rallying?

The S2000 engine spins counterclockwise, I'm not sure if you've taken that into account otherwise you will have 1 forward gear and 6 reverse
Have you considered a K20A ? You can get those up over 300bhp NA with internals and remap
This would be a good place to start for either the F20C or K20A

Edit - also look at http://www.clockwisemotion.co.uk/index.html as they specialise in Honda engine conversions into Lotus. You won't have the same kind of restrictions in under-bonnet space we have in the Civic's so you may be able to squeeze a nice set of ITB's with long velocity stacks in
