Delsol temperature problem

Hi All,
I wonder if anyone can help me with the problem I've got with my delsol at the moment? I has a JDM B16A engine.
The temperature gauge on my car seems to read cold when on the move (even after 30 miles) but raises to normal when sat in traffic/moving slowly.
VTEC will only engage once the temperature gauge displays above cold, which I understand is normal for a cold engine but after a 30 mile drive it shouldn't be cold.
The temperature never goes above half way so I don't think anything is over heating.
I've replaced the sensor (which I believe feeds the gauge) located directly under the dissy and also the one on the end of the block, under the VTEC solenoid/oil pressure sensor, which I believe feeds the temp to the ECU.
The coolant pipe from the head to the top of the rad heats up quickly (5 mins) if the engine is idling from cold.
At this point, the pipe from the bottom of the rad to the stat is still cold. After 10 to 15 mins the lower pipe begins heating up but the gauge still displays cold, I assume the stat has now opened.
Does this should like the correct procedure?
Even once the gauge has risen to normal (when sat in traffic, etc), if you then drive the car on the dual carriageway for a few miles, the gauge goes back down to cold and the VTEC won't engage again.
Is it possible the stat is stuck open? Or could another sensor be at fault?
