First of all make sure you're definitely turning it the correct way, they're all normal threads as far as I'm aware, clockwise to tighten, anticlockwise to loosen.

For the sump plug, try to 'shock' it lose by putting a ring spanner on it and load it up a bit as you would normally to undo it, then tap the spanner the same way you're pushing it with a soft hammer to break the seal. Make sure you use a new washer on as the current one will be knackered if it's that tight.

For the oil filter, if it's an original Honda one you can buy an oil filter socket type tool that sits on the flutes on the end of the filter for £14ish from Honda.

If its a fairly well used car with plenty of oil changes chances are the sump bolt has been over-tightened over time and the threads in the sump pan and on the nut have become distorted.
Unfortunatley if this is the case its either replace the sump of fit a helicoil kit. Used to be 2 or 3 a day like this in the dealership.

As for the oil filter its usually the case that the person who fitted it failed to oil the O ring and its now fairly well stuck. You can buy the proper Honda removal tool but if its a pattern part you are better off with a pair of adjustable pipe grips. Just watch out for the oil pressure wire above the filter!

How much are you going to save?
just give it to your local garage, unless you wanna drive down a beautiful A road & your oil filter comes flying off!

Not a lot really, other than more than enough cash for a tank of fuel to find that beautiful A road and many more besides, knowledge that you've done the job properly yourself and it won't come flying off, choice of your own oil, satisfaction you've done it yourself, know how ready to save again next time you do it, umm, can't think of much else...

Its a nice prelude, would be shame to damage the internals.
Give it a go for your satisfaction & savings, good luck'

Time before last might mate took his DC5 to the garage for an oil change - £125. We just did the last one in about half an hour, £35 for filter and oil.
