Honda faults?

new owner of a honda accord i cdti executive 2005

M.O.T test is due shortly, can anybody please advise me on the following ,

V.S.A light remains on , constantly, { vehicle operation & safety appear to be fine ] Is this a M.O.T fail.

How do i get to the nut , as to adjust the hand brake cable correctly from under the consul safely.
