'09 Jazz, rubbish lights

Now the dark evenings are back we're noticing how poor the lights are on our Jazz - the dipped beam doesn't extend very far in front of the car, and it doesn't feel bright enough to give confidence when driving where there are no street lights, particularly if it's raining/wet.
Do we have any options for upgrading them - would it just be higher powered bulbs?
There's a little wheel on the right hand side that looks like it is supposed to alter the angle of the beam, but doesn't seem to do anything - is this supposed to adjust brightness or angle or something else?

That should normally adjust the level of the lights for when the car is loaded down at the back, ie luggage.
So if you park with your lights hitting the car in front, do you not see the level of the lights change when you use that switch?
When I say level, I mean angle not brightness.

I've got a similar rotary switch in my old e36. You do see quite a bit of difference of where the light falls when you change it's position.
Would seem that your switch is defective especially when most modern cars seem to have such bright headlamps that they is positively dazzling. Well to my old eyes anyway
I can leave my e36 on high beam and hardly anyone flashes me

My GF has a Jazz and I drove it and thought the same. That switch made the difference but it was slow to change. A quick flick up and down won't give it enough time for it to change.
Yes I tried it and it does work but the lights are still mince. Would stronger bulbs make a difference? How would I know what to order?
The headlight on my gf jazz is terrible. I bought these Philips bulbs and now a lot better.
