Found an abandoned/neglected NSX. Value?

Is it right-hand drive? The number plate cove -- on the rear bumper -- doesn't at first glance appear to be EU sized.
I would make no offer unless I could be allowed to examine the car in detail and, preferably, accompanied by a mechanic mate. With this as the goal, I would begin my dialogue / approach to the owner.
Can sort of understand a knackered old Rover P6 or some unloved Yank on the drive but an NSX ? I know its only a car and to be honest, they dont grab me massively but you dont see any running NSX under thirty grand these days, thing is when I ever hear about something moldering on a drive, the owner almost always refuses to sell, despite the fact they are never going to get round to it and it will end up past saving.
Things like this upset/annoy me. I know it's just a car and they own it and can do as they wish, but to me there are lots of people who would restore and cherish that car and some selfish person with clearly to much money leaves it sat there through sheer bloody mindedness. Why not sell it and be gratefull for the money.
I see lots of cars like this although not as nice as an nsx, normally fairly normal yet old classics just left uncovered rotting away. The most recent being a lancia dedra turbo now in fairly bad condition due to being unloved but still saveable. I spoke to the bloke he used to drive it as a daily it then developed a small engine fault so he parked it up to be fixed. This was 14 years ago and it was never fixed. I asked him about selling it but he was adamant it was at the top of his list selfish stubborn git. Really wound me up as silly as that is. I'm now going to my safe space to cry and gently rock back and forth.

Yep, exactly.C'mon guys! We're all car enthusiasts here, but do we all have infinite time and money? Who on here has completed a car project within the time they thought? Who on here has sold a car as 'unfinished project'? Who has started a kit car and never finished it?
This guy probably happened upon a cheap deal with every intention of sorting it out, and still has plans to do so, but sometimes life gets in the way. Maybe SWMBO got pregnant? Maybe he's divorced and bought it as a midlife crisis car, but had to pay the project money in child support? There could be a thousand reasons. Maybe the car can't be legally UK registered?
Similarly, I'd like to spend all my time riding motorcycles and learning Kung Fu, but I have to work, and work tends to get in the way. I need to work in order to pay for the bikes and my car, but the work means I don't have time to finish my projects.
How many people who have posted here complaining, are retired and are well off enough to finish the car off completely? Nope, didn't think so.
