NGK ILZFR5A11 Stamp B - where to buy.

As you have had no responses maybe I can shed a bit of light on the situation. I work at NGK UK and am in charge of product management for the UK market.
ILZFR5A11 will have an additional suffix (as you have found) which is either A, B, or C. As you may be aware this is due to these plugs being indexed. I know that Honda have discontinued 2 of the plugs!
The problem is that very occasionally some plugs are not offered as aftermarket products by our Japanese HQ so we can not set them up as such. These 3 plugs fall in to this category unfortunately. There are various reasons why this doesn't happen (low demand being one) and it appears that the Japanese factory is no longer producing these even for Honda!
I have worked here for 10 years and the forecasting for this item would have been done before I started. I can't find any info as to what the case involved and why the decision was taken not to release as an aftermarket item.
It may seem a bit odd when you consider that the factory manufactured them already as O.E. plugs, and you would think they only have to package them in NGK and not O.E. boxes. Not so simple as the O.E. plugs will have the O.E. numbers on them, so it's basically the same as setting up a production run of a new item for aftermarket. As the factory produces 1 million plugs daily, the scheduled production runs are planned well in advance.
I know this hasn't helped, but may hopefully explain why you are having the difficulty in obtaining them.
