Honda Civic 2007 - steering noise - any ideas????

I've got a 2007 Civic diesel, there's a weird noise when you turn the steering wheel to a full lock. It's just as you get to the full lock the noise sounds like when you rub your hand across a ballon. It only happens on one side.

Has anyone else had this problem?
