Accord Type R ABS/EBD system

Does anyone here know anything about the ATR brake force distribution system? I'd like to know how it works and how effective it is but can't find much information on it. Is this integral with the ABS modulator? Could it be re-programmed and retrofitted to an older non EBD Honda?

I am not an owner, otherwise I would have paid up. I am interested in the system as a retrofit.
