Honda Civic 2.2 diesel

I have a honda and since i have had my service done on it my car has been playn up , all the time its driven above 2000 revs she is fine but soon as we drop below that the car starts to chug and the only way out of it is to either drop gears which will of course raise the revs based on ur speed or accelerate out of it , i have had the car looked back over had sensors looked at , i have even had the car hooked up to a testin machine which records what the car is doing while being driven but it is not picking up faults as its very intermittent can anyone suggest ?

If it were a Vauxhall/GM/Fiat 1.9 engine, I'd say the swirl flaps were jammed. I don't know if the Honda 2.2 has them, though.
