I've got everything undone but the forks remain in the head tube, the headset is a Tange Cane Creek and I've removed two spacers.

They turn freely but don't seem to want to drop away from the frame.

Have I missed something or do I need to get the hammer out?

Small block of wood and a couple of taps with a hammer will sort it
