Seat post clamp size

Want to get myself a non qr seat clamp, as I have to keep on pulling my seat up with my current qr clamp. I have got a 2006 Orange 5, which has a 27.2 seat tube. I was looking at the Hope clamps, but wasn't sure what size to get. Do you get the nearest to your seat tube size i.e a 28.6 clamp, or the next size up? Sorry for the stupid question!!

I asked the same question a while back. Apparently you get exactly what teh bike frame manufacturers say.
