Gear problem on 1998 Pine Mountain

Have recently returned to biking after a resaonable absence, just really taking my old hack to and from work. It's got a 9-speed Shimano rear derailleur, and the corresponding front one, with rapidfire shifters.
Only trouble is, the indexing has been going steadily out of sync on the front, and now will not go into top gear. This is a massive pain on my flat, fast route to work.
There are 2 screws on top of the front mech- Do I need to turn these in some combination to wind the indexing back into shape? Have tried fiddling with the adjuster on the shifter but it doesn't do owt...
