Surely you will need to measure the outer circumference of the tyre when inflated on on the rim?
Draw a line accross the tread of the tyre and then seated on the bike, roll it straight along the floor for more than 1 wheel revolution then measure the distance between the felt tip marks.

Circumference varies with tyre size as well as rim size:
700C x 18 = 2070mm
700C x 19 = 2080mm
700C x 20 = 2086mm
700C x 23 = 2096mm
700C x 25 = 2105mm
700C x 28 = 2136mm
700C x 30 = 2170mm
700C x 32 = 2155mm
700C x 35 = 2168mm
700C x 38 = 2180mm
