Not sure who imports these now, I think it used to be RAW marketing in Edinburgh that did. The manufacturer was a company called Answer products in the states, though I'm very out of date with this stuff.
Good place to try with a call is a friend of mine Andy who works here http://www.aktive8.com/store.html in the bike chain as a mechanic, I know he has done more than a few courses in Manitou forks, and may well know where to start. Otherwise any other bike shop may be able to point you in the right direction, you are probably looking at going to the distributer, unless a shop has some very old parts in stock.

Warranties still covered by Madison although they have dropped the import rights as Manitou have been a bit crap these last few years.
Worth contacting Madison as they may have some spare parts, although a '99 fork will be out of warranty now.

Managed to find some old elastomers from GE James ib chesterfield from some old spares, but need a bit more. I'm ringing round a few bike shops.
