If it's used mainly on the road and the off-roading is along tow paths and bridleways then you don't need suspension forks.
If you're changing the chain rings you'll need a rear cassette and chain too - generally speaking.
You don't say how much riding you do or will be doing. To be honest the amount that little lot is going to cost you could add a little more and get a new decent entry level £350 mtb.
Not that I'm against upgrading but if you've let it deteriorate to the point where it needs a 60% / 70% component upgrade it's time to buy new.

Problem is you have a 7 speed rear cassette/hub, its generally going to be harder/more expensive to replace than with 9 speed, but to do that you'll need a new rear shifter, cassette, chainrings(crankset) and rear wheel.You'll be looking at around £150 for that little lot with cheap but reliable equipment.
