No it's nothing to do with the little fury creatures.
It's a rear shock cover.

I think shock covers are pretty dated, coming from an era when rear shocks had terrible seals.
Unless your shock sits in the direct firing line of your rear wheel I would say all benefits will be negligible. Shock boots also serve to trap dirt inside too and increase the wear on the anodizing of an airshock shaft.
Just clean your bike instead and check you shock for wear periodically.

When Lizard Skins were all the rage, saw hundreds of forks with scored stanchions due to grit being caught underneath them, and users not considering they still need to clean the forks - they really were a bad idea.
Thats why nobody uses stanchion gaiters now - the seals on forks are a milion times better, and all they did was trap small furry animals and trees in them, causing scoring and general maladies. Same goes for rear shocks - the pressures and higher quality seals used becuase of this, mean no crap will get in, and the shock 'cleans' itself when working.
Avoid.
