I think you can get deep section carbon wheels for folding bikes. A set of these and some good tubeless tyres would be a good place to start, plus some drop handlebars (not sure if these work with folding bikes, but they are fitted to Moultons)
Not much you can do with the drivetrain except make sure the gearing is optimised for your terrain/cadence.
