Are you sure it wasn't sealant? Because it very much sounds like sealant. Is there an inner tube??

Weird. Logically, a pumped up tyre can only have outward pressure, so water shouldn't be able to get in at all, Sounds like a call to the LBS is on the cards, find out what they did to it!

In the past I'm sure I've had rims with little holes drilled into the sides. Is this to let water out if it gets in?

An inner tube valve isn't going to seal the area where the tyre is, so my bet is water managed to get in through that hole and sat in the tyre. I dont know about cosmics but a few of my wheels have small holes in the rim too which will let the water into the rim which can then get into the tyre.

Lots of flooding here in Worcestershire, and I end up riding through some deep ones on occasion which leads to me having to "empty" my wheels from time to time.

You only get this with tubes. If you're running sealant, you have sealed wheels.

Sounds like water in the spoke chamber rather than the tube well itself.

Releasing the air pressure will open up the valve hole and let water from the spoke chamber exit through it.

Yes, you have vent holes on lots of rims for that purpose. If runnign tubeless, they are effectively taped over, hence wondering if the chap was on tubeless wheels. Still seems odd to have significant amounts of water getting in to a wheel full stop though.

Take the wheel off & stick it in a bowl of water or the bath & you'll soon find out if it's leaking anywhere.

Used to get water in my cosmics after out in heavy rain or washing. Was just in the plastic fairing and just had to position the drain hole and tip bike on side to empty. Got a set of Zipp 302’s where the water gets in beside the tube and sloshes about. Need to take the tyres and tubes off to empty.
