I am confused, been reading a few guides and I am not finding it clear.

Just finished building a new Genesis CDF, medium size test ridden today and the steering feels a little odd / slow

The specs quote the standard forks are 50mm rake, if I fit a set of 45mm rake forks, will it make the steering quicker or slower.

Moving the wheel back will give a stronger self centering, which will slow the steering. If you draw a line down the steer axis, ie the centre of the steerer tube, to the ground, the wheel's contact patch will be behind this. This is called 'trail'
