Fitting rack-mounted child seat, help!

Has that been taped and glued previously? If so, I guess the nut that side is stuck hard on the bolt and you're going to have a real problem moving it.
Various levels of brute force could be applied; ultimately sawing the bolt in half, taking it out and replacing with a long-enough new one. Likely to mean losing handy big knob for putting off and on, you'll probably end up needing to use a socket each time.
