How easy is it to unbuckle wheel of kids Isla 16?

Depending how buckled it is......
You can do a bit by easing and tightening spokes.
But if it's far out, you may not succeed.
I bought an old mountain bike few years back, the rear wheel was about an inch to one side at one point.
I got it reasonably true by dismantling the wheel completely, molesting the rim until it was fairly circular and all in one plane, then rebuilding the wheel.
ISTR I used the old spokes but some new nipples.

1) get the tyre and tube off
2) use the brake blocks as truing guides
3) be careful the ensure the spoke key is the correct size: if you round off the nipples you’ll be in a world of pain.
4) take your time, find a quiet spot as you’ll need to hear the ‘scuff’ as the high point of the rim touches the brake block
