Road bike stem sizing

Looking at the spec for that bike, it seems to have a standard 1 1/8" steerer, so almost any road stem will be compatible, however, it looks like it has an option for internal cable routing, which makes it more complicated if you have that.

Your bars do not have a diameter of 10.3cm They will have a diameter of 31.8mm which is also standard.
