Shotgun style kids seat on a FS mountain bike... but...

Evening,
Extensive Googling has thrown up many many options but none that look suited to what I need... or at least what I think I need.
Looking to get a shotgun style, forward facing seat for my smallest human who's 14 months and despite being small, is walking, running, generally being a riot.
A mate has a shotgun style seat on his FS bike for his 2yr old but his is the saddle version and that's no good for mine as she's still to wee to cling on unaided.

It's got a much more secure seat with the sort of belt to help keep them in place, looks ideal however it fits into a clamp that attaches to the seat post... and I don't have a seat post given its full suspension.
No end of searching has revealed a system that clamps to the top tube / downtube just behind the headset but doesn't use a saddle and instead uses a more elaborate seat, more suited to a smaller human. Or do they just not exist for a variety of reasons.
I really don't want a rear mounted carrier and nor is a trailer a viable option so having her sat astride the top bar is the best option, if I can find a seat that suits her and a fixing system that suits my bike.
