Pretty sure it's the rubber band that comes with pirelli tyres! Very useful for keeping spare inner tubes bundled up. Not so useful as a fashion accessory

Genius - I have no idea why I didn't get that I could re-use them in a saddle bag. Mine are still sitting on my workdesk looking pretty!
