Strange paint bubbles

The 2 cable entries closest to the camera have either alloy or steel riv nut type fittings to allow the cable / hose to run through the frame. The protrusion is the head of the riv nut.Has anyone seen or experienced similar to below? The paint is bubbling or blistering where the cables go through the frame. I have to thank and recommend GTecniq for that. When the bike was new I gave the frame a coating of C1 and then a top layer of EXO. The gloss retention is superb and there are zero swirl marks.
