I sometimes ride the Flat Route in Watopia which in the main is tarmac but has some sections which are gravel and some boardwalk sections. When I hit these despite keeping my cadence/power fairly constant it's like I'm riding in sand and my speed just drops away. Does not seem to affect other riders as people who I have passed just fly by me here.

One back on tarmac speed is back up to normal.

I am currently on the Specialized Tarmac Pro with SES 3.4 wheels.

So what's the answer - man up and pedal harder or is it something else?

Thanks in advance

Gravel and mountain bikes are quicker on gravel.

You can come to a stop and change bikes.
