Rapha essentials case fits my wallet, phone and keys, in a picket shaped and sized water resistant shape - can't say fairer than that.
Having landed on a hip pocket before - I scuffed / shredded the pocket and case outer, but what was inside remained fine. It would have trashed my phone / wallet, and the keys would have ruptured my spleen - I'd never ride with them loose in my pocket.

One of these for my phone, a £10 note, and my coffee shop loyalty card. Top folded over and I've never had water in it yet.

I dont use it on the handlebar, just in the pocket
Has lasted amazingly well, I also have a plastic case on the phone, both of these paid off on Saturday when I crashed and phone was OK
Ironically I find a case more useful in the summer than winter as sweat can give you a wet phone! Also ive been caught in some horrendous downpours and the case has been 100% watertight
I bought a resealable bag from planetx for a quid for my tools, that would be a decent phone case as well

I got one of these in July 2015 and it's still going strong. Fits my phone, cash+card, extra hayfever pills in the summer and keys
