Temporarily remove the chain and see if the chainset spins freely, is there much play if you try and rock the crank arms in relation to the frame?

Small ring probably covered in st if you don't use it much, which if you just commute on the flat, you won't?

Even if something is dragging, the amount of watts it will be costing is low really, so its not going to feel like you have the brakes on. Maybe a new chain and a clean of the whole drivetrain required?

Went to move my old commuter the other day and had same

Took chain off and span cranks and the BB is buggered, I could almost ride it without a chain

Square taper BB for a commuter bike, every time!
