Loose headset new carbon fork

Hello,
I'm trying to replace old suntour xcm with carbon fork. I bought a plug for carbon fiber steering tube, replaced old crown race to new fork and after installing plug it is loose. I'm wondering if my carbon plug is not good or I have loose bearings. This carbon plug is pulling fork and expanding in the same time. You don't expand it first inside tube and then put a cup pulling fork cup but you do both in the same time but I think it just pull it a little only in this type of carbon plug and maybe it is not enough. Before it was a little loose when I had old fork with normal star mount but it wasn't bad. I have also cut fork pipe aboutb 3-4 mm under steam do it is not an issue. Do you thing I should replace bearings or buy a new plug or both?
