Looking at a commuter and found out from the maker that it has a 20mm internal rim width.

And I have the 28mm GP4000s from I bought for my giant defy that came up too big and had to be removed before I even rode it.

So 28mm tyres, on a 20mm rim with a fat bloke on it, Sheldons chart does not have 20mm listed on it but suggests possibly no.

Defy is for sale btw.

Can't see a problem there, currently runnning 40's on a 17mm internal rim on the gravel bike.

I run 28's on an 22 external / 18mm internal and they are fine. You'll be fine on what you have. If anything, they might even be better.
