Can a 29r frame be frankenbiked to make a sturdy winter road going bike?

I'm thinking chinese carbon frame, discs, 35mm tyres, negative rise stem and bullhorn bars.

Can reach and stack be recreated from a standard road bike?

I know there is a plethora of CX and gravel bikes out there but this is something I quite like the idea of, not for 'traditional' winter riding but to be used to blast along the local lanes and also the commute to work.

Perfectly doable. Big clearance at the front with suspension corrected forks on though.
