19" Frame

Is there a rule of thumb for the size of frame x height? I'm 6' 2" and have seen a nice 19" framed bike on line and thinking of an early Xmas present for myself. The bike is for commute and light off-road stuff.

Also, what are peoples opinions on carbon frames? Anyone have one?

19" MTB or 19" road? I'm 6ft and I ride a 19" MTB and a 23&1/2" road.
