Minimum employment period to qualify for cycle to work?

Hi
We have a new employee who wants to sign up for our cycle to work scheme. Is there a minimum period an employee has to have worked for us to qualify e.g. past their probationary period?

I'm aware that if they leave they are obliged to pay the remaining salary sacrifice amount in full from net pay, so this kind of negates my argument. Any thoughts?
