I suffer from this too, on really frosty mornings it can get so painful its impossible to continue riding.
I use two methods, either a buff formed into a scullcap under my helmet, or i have a widstopper under helmet scull cap for when the buff is required for my neck/face....

i know i know, they look so trendy and cool... i have to fight the girls off....
