Indipendent pedaling system???

I've recently been looking for a way of having a rear mounted child seat and a tag along to no avail. So I started looking at tandem frames to lower the rear seat for my eldest and put the babyseat on the back. However I'm not sure he'd like having his legs pushed around and was wondering if there is a way of having indipendent coasting/gearing without spending a fortune does anyone know? Also could anyone forsee any problems with thins setup? I figured smaller crank arms would stop the problem of front and rear riders feet coliding would the child seat on the back upset the balance of the bike or would it be alright as they probably only weigh 30kg ish between the 2 of them. You can buy tandems with a IPS/ICS. Far from cheap mind. We have an MTB tandem, and TBH, you'd be better off with a tag-along unless you have very deep pockets.

A well spec'd full sus with ICS is circa £6-8k.

Little one is 20months so come next summer he'd be too big for frong seat i'd have thought and i'd be looking for another solution. The freewheeling cranks in first reply look a great option if can shorten the arms :-)
