Why is their so much broken glass on the side of roads?

I don't go out on the road very often, but it was such a nice morning when I woke up I couldn't resist going for a ride.

I had a good ride but couldn't believe how often I found myself weaving in and out of patches of broken glass, which must be a nightmare for road bike tyres?

I'm hoping there's an explanation that doesn't involve neanderthals throwing bottles out of their windows whilst driving, but I think I may be giving some of these oxygen wasters too much credit!
